A total of 14 1,260 sq. ft., 3 bedroom, 1-1/2 bath, full basement, duplex town homes were constructed in 1987 under Phase I and 23 1,260 sq. ft. town homes of the same size and amenities was built in 1995 under Phase II. Since 1987, with the help of NRNRC, 37 first-time buyers from New Rochelle have helped to stabilize and resurrect what was once a blighted residential and commercial neighborhood around Lincoln Avenue.

This affordable housing development was assisted with grants from the New York State Affordable Housing Corporation, County of Westchester Housing Implementation Funds (Phase II), Federal HOME Funds (Phase II) and land write down costs by the City of New Rochelle. This last item, which reduced costs for the land, was a key component that permitted this development to move forward.

Its success was based on the City of New Rochelle declaring the development site an urban renewal area; acquiring properties, undertaking relocation activity and clearing the site in order for the NRNRC to move forward with the development. CDBG Funds were utilized for this urban renewal activity. The NRNRC, as sponsor of the development, obtained housing grants and coordinated design through new home owner move-in.
